Though revenue from Measure N is up, but property tax dollars that feed the Grass Valley general fund are relatively flat compared to last year. The largest expenditure impact on the budget is the increase in PERS contributions. City management is asking the city to pass what is called a ‘continuing spending resolution’ so that the City will continue to operate while budget details are resolved.
